Delivering major HVAC&R installations across Africa involves far more than engineering design. Currency fluctuations, taxation, logistics, governance, contract structures and early-stage project planning can all determine whether projects remain commercially viable. As governments increasingly rely on public-private partnerships to deliver critical infrastructure, engineers are expected to contribute far earlier in the development process.

Strong local partnerships also play an important role in managing risk across multiple jurisdictions. Cross-border projects face numerous non-technical risks that can significantly influence project outcomes, including foreign exchange volatility, taxation complexities, payment restrictions, contractual risk allocation and continually evolving regulatory requirements.
Currency fluctuations can dramatically alter project economics over the lifespan of a multi-year infrastructure programme. Similarly, differing tax regimes and withholding tax requirements can materially affect project costs and competitiveness if these factors are not considered from the outset.
Operational realities add further complexity. Travel logistics across Africa can be unpredictable, while access to reliable technical baseline information varies considerably between locations. In some cases, engineering teams must undertake extensive site investigations and data collection before design work can even begin.
Vogelzang emphasises that successful delivery extends well beyond engineering expertise: “Engineering is only one part of successful project delivery. You also need strong financial, legal and commercial understanding to manage projects effectively.”
As infrastructure developments become larger and increasingly interconnected, integrated risk management has become essential. Effective governance structures, clear decision-making processes and robust communication channels help ensure that project teams, clients, regulators and partners remain aligned throughout the project lifecycle.
Long-term relationships also create opportunities for stronger project outcomes. “In many cases, the most successful projects are built on relationships that have been developed over several years. Understanding client priorities, establishing trust and demonstrating consistent performance over time often creates the foundation for future collaboration.”
For major infrastructure developments, engagement frequently begins years before formal procurement starts. Early involvement enables engineering teams to understand project objectives, identify risks and help shape more viable delivery models.
This early-stage collaboration is becoming increasingly important as Africa seeks to address an infrastructure funding gap estimated at between US$130 billion and US$170 billion annually.
Public-Private Partnerships (PPPs) are expected to play a growing role in closing this gap. However, successful PPPs require projects that are financially viable, bankable and capable of attracting long-term investment.
As a result, engineers are working more closely than ever with financial specialists, legal advisers and transaction experts during the earliest stages of project development.
Vogelzang believes this integrated approach represents the future of infrastructure delivery. “It’s no longer enough to simply provide a technical solution. You need to understand how projects will be funded, structured and implemented. When those elements come together, that’s when infrastructure projects can truly deliver long-term value.”
As Africa continues investing in critical infrastructure, organisations capable of combining technical excellence with effective governance, trusted partnerships and commercial expertise will be best positioned to deliver sustainable HVAC&R and infrastructure projects across the continent.
